  • Taipei Zoo admission fees to rise starting April

Taipei Mayor Chiang Wan-an announced that ticket prices for Taipei Zoo will increase from April 1. The current standard entrance price is NT$60, with discounted tickets at NT$30. However, starting April 1, non-Taipei residents will pay NT$100 per ticket, while student discounts will be raised to NT$50 regardless of residency. Children under 12 and elderly Taipei residents will still have free admission. Group tickets for organizations purchasing for more than 30 people will have a preferential price of NT$70 per person. The increased prices will contribute to improved animal welfare initiatives, and Taipei Zoo expects the price adjustment to increase the city’s revenue by about NT$41 million. The zoo recently underwent an evaluation by the Association of Zoos and Aquariums, with funds raised from the revised ticketing primarily going towards enhancing animal welfare and strengthening international relations and exchanges.

  • New legislative term sparks cross-party negotiations

Legislative Speaker Han Kuo-yu will preside over a multi-partisan negotiation to determine the date for the inaugural meeting of the new legislative term. The Taiwan People’s Party suggests reconvening on Feb. 16, after the Lunar New Year, instead of waiting until the end of February. The Kuomintang is ready to convene at any time, as long as it doesn’t disrupt the holiday period. The Democratic Progressive Party suggests sticking to tradition and reconvening on Feb. 23, considering the need for preparatory time for newly elected legislators. This negotiation follows the election of Han Kuo-yu and Johnny Chiang as the new Speaker and Deputy Speaker of the 11th Legislative Yuan on Feb. 1.

  • Han Kuo-yu wins Taiwan speaker election, immune to recall

Taiwan’s newly elected Legislative Yuan speaker, Han Kuo-yu of the Kuomintang (KMT), cannot be recalled despite public demands due to existing laws. Unlike district-based legislators, Han, as an at-large legislator, is immune to recall. The announcement of Han’s victory in the legislative speaker election on Feb. 1 triggered a surge of interest in the topic of recall. This is a significant turnaround for Han, who was previously recalled as Kaohsiung Mayor in 2019. His brief 528-day term set a record for the shortest in Taiwan’s municipal history, with an unprecedented 939,090 votes of approval. Han’s actions, including his rapid bid for the presidency after being elected mayor in 2018, and perceived ineffective governance, have garnered significant criticism.

  • Taichung Bank hit with NT$12M fine for regulatory breaches

Taiwan’s Financial Supervisory Commission (FSC) has fined Taichung Bank NT$12 million for ineffective internal control systems and violations of banking regulations. The bank’s chairman, Wang Kuei-fong, allegedly diverted NT$1 billion in public funds, resulting in his arrest and bail set at NT$15 million. The FSC discovered that Taichung Bank’s insurance subsidiaries had close ties to specific credit customers and their related companies, leading to questionable trading decisions and unsatisfactory internal controls. Wang will be suspended for three months and may face additional fines. The issue was uncovered during a financial inspection in February 2023. Taichung Bank had been leasing aircraft since 2020 to expand overseas business, but neglected their utilization for 13 months, leading to inappropriate decision-making. The bank also leased high-priced official cars for VIP pickups at a monthly rate of NT$820,000, but the vehicles were only used twice during the lease period, raising concerns about cost-effectiveness.

  • TSMC’s potential 1nm factory fuels Chiayi housing boom

Housing prices in the Science Park in Taibao, Chiai County, have significantly increased due to the possibility of Taiwan Semiconductor Manufacturing Company (TSMC) establishing a 1-nanometer factory in the area. Although the news is not confirmed, the anticipation has led to a surge in pre-sale housing prices, with pre-sale apartment buildings increasing by 8.8% and townhouses rising by 12.6% between 2019 and 2023. TSMC has expressed its land needs to the Southern Taiwan Science Park Management Office, but the final decision to set up the factory depends on various factors. According to the Ministry of the Interior’s statistics, the price per ping in Chiayi County has soared by 65% from NT$101,500 to NT$167,100 between the first quarter of 2018 and the third quarter of 2023. Analysts believe this trend could continue as Chiayi County actively promotes industrial transformation and has six emerging industrial parks, including the potential site for the TSMC factory, the Chiayi Science Park. With the addition of nearby Tai Sugar Corporation’s land, it may meet TSMC’s requirement for a 100-ping plant. Despite the migration issue in predominantly agricultural Chiayi County, TSMC’s factory has the potential to stimulate the housing market by attracting younger out-of-town individuals and influencing the county’s buying and leasing market.

  • Taiwan expands telemedicine services to millions

Taiwan’s Ministry of Health and Welfare has announced updates to its Rules of Medical Diagnosis and Treatment by Telecommunications, expanding telemedicine services to a larger population under certain conditions, effective July 1. Approximately 2.47 million individuals are expected to benefit from these changes. The updates aim to adapt to the post-COVID-19 healthcare landscape and extend the scope of telemedicine to five special situations, including chronic disease care, end-stage disease care, custody care in correctional facilities, care for the mobility challenged, and care during disasters, communicable diseases, or other significant changes. Minister of Health and Welfare Hsueh Jui-yuan clarified that not all patients can avail of telemedicine services, as evaluation by healthcare units is mandatory, and physicians who violate the rules may face a maximum fine of NT$100,000. The new process combines physical outpatient services with telemedicine to reduce costs and time for patients requiring post-acute care, offering a convenient and seamless healthcare experience. The updated rules broaden the range of medical services that physicians can provide through telecommunication. Additionally, the Ministry has stated that doctors, after evaluating the patient’s stable condition, can now electronically prescribe medication for patients with chronic mental illnesses or in end-stage care, including regulated drugs like morphine.
